I get the ATMOS sound and everything is good. If I use the programs on the TV, a newer Sony TV, everything works fine. Please allow tvOS applications (e.g., Infuse, Plex, DS Video, etc. Plug one end of an HDMI cable into the HDMI output on your sound bar or AV receiver. If I play upstairs, I get sound when I align the sound with the output - so, for instance that 7.1 content above from YouTube plays on the TV at 5.1, but will not play at 7.1 or with Atmos enabled. Dolby Atmos is becoming more and more popular, and the Apple TV now supports Atmos output, which is great However, the options provided for Atmos are rather limited and not very useful for those who wish to play their own local Atmos content. Make sure that you connect your Apple TV 4K directly to the HDMI input on your sound bar or AV receiver with an HDMI cable. Infuse supports Dolby Atmos when using E-AC3 audio tracks. Only apps like Apple TV+, Netflix and a few other streaming apps offer support. Apple TV 4K uses a high bandwidth form of Dolby Atmos that doesn’t work over ARC connections. There’s no way currently to my knowledge to get Dolby Atmos in Plex App. To do both, you need a television or an AV receiver or sound bar that supports both Dolby Atmos and high-quality video formats. The audio format offers an immersive soundscape for supported movies, creating a dome of sound around you using speakers and sounders soundbars designed for it. If I play in my Theatre where the sound goes through the amp, I can get sound at Dolby 7.1, but I do not get sound if I select ATMOS, but it works fine at 7.1 (the sound card supports 7.1). Or you can plug your Apple TV 4K into your television to watch video in HDR and Dolby Vision. Dolby Atmos support arrived on the Apple TV 4K with the launch of tvOS 12.

This fall as part of the upgrade to TVOS 12, Apple TV 4K will support Dolby Atmos object-based surround sound. I have a computer hooked up to the system as well with an NVIDA Card that supports ATMOS. The latest sound technology will finally come to the best high-end streaming TV box. I have sound if a drop the sound level to Dolby Digital 5.1 on the Apple TV. I have no sound when I try to play Dolby ATMOS content on the Apple TV.
This may be a dumb comment but the actual show. I also seeing the 'Dolby Atmos is available' while Spatial Audio is off. I swear I once seeing 'Netflix - Dolby Atmos On' a while back ago.

I am having a similar problem with my newer Sony TV's, my Apple TV 4K 1st Gen and my Marantz 7013. The app needs to support the feature, if the app is not using Apple's player then code needs to be added to support the feature.
